Employment Opportunity for Retired
Federal Employees
As you may have heard by now, the President proposes to increase Border
Patrol Agent staffing levels by 6,000 new agents over the next two years. To
reach this goal, we have a big challenge ahead of us. This situation creates
an emergency need to hire, train, and manage new agents and the programs
associated with implementation of this highly visible program.
CBP has been authorized to waive dual compensation reduction
(salary offset) to reemploy former federal employees on a temporary basis in
support of the President’s initiative to aggressively accelerate our ability
to gain control of our Nation’s borders. This means that you can collect your
full retirement annuity and salary based on the grade to which you are
appointed.
At this time, we are collecting information on former federal
employees, hereafter called Annuitants, who are interested in employment with
CBP, who are receiving an annuity based on Federal civilian service. The
following information is provided:
- Annuitants must have retired from one of the following pay plans, series
and grades:
- GS-1801, 1811, 1881, 1896, and 201 series at the grades GS-11-15;
- GS-080, 132, 301, 340, 343, 346, 501, 1102, 1895, and 2210 series at
the grades GS-9 thru GS-15;
- GS-134 and 203 series at the grades GS-4 thru GS-9;
- GS-1802 series at the grades GS-5 thru GS-8; or
- WG-4749 and 5823 series at the grade WG-10.
- Annuitants who are retired law enforcement employees (6(c)) may not be
reemployed in primary law enforcement positions after age 60, but may be
reemployed in other positions. CBP plans to utilize annuitants to serve in
various capacities, including but not limited to, recruiter, interviewer,
security specialist, instructor, and analyst positions as well as other
operational support positions. Positions will be located throughout the
United States.
- Annuitants may be non-competitively reinstated to positions with
promotion potential no greater than the potential of the position from which
retired or highest grade previously held on a permanent basis in the
competitive service. Annuitants would need to compete for positions with
greater promotion potential or at higher grades. A background investigation,
or update, may be required before annuitants can be reinstated.
- Annuitants will serve on time-limited appointments and, dependent on the
position, work on full-time, part-time, or intermittent work schedules.
Also, dependent on the position, appointments may last up to 3 years, with
possible 1-year extensions, or up to 2 years, with no possible extensions.
- Annuitants who are reemployed with full salary and annuity may not elect
to have retirement contributions withheld from their pay; they may not use
their period of reemployment as a basis for a supplemental or recomputed
annuity; and they may not participate in the Thrift Savings Plan. However,
they may enroll or continue their enrollment in the Federal Employees Health
Benefits Program. They may also acquire or retain life insurance coverage,
provided they are reemployed in a position which includes such coverage.
- Annuitants serve at the will of CBP and may be separated at any time.
